It is enough to place tasks into their pool once.

If tasks are repeated in multiple traces, they will be placed in the pool corresponding to their first occurence.

Note that the Department Head is responsible for both accepting and rejecting requests, so the Department Head pool annotation entered in the first trace is still active for the last task of the second trace.
